Our overarching vision is to position Karnataka as a role model state for innovation and inclusive growth, ultimately leading India to become a global leader in inclusive markets.

Driving Inclusive Growth at the Grassroots
VKF’s commitment to inclusive growth is evident in its multi-faceted approach to grassroots development:
Mass Entrepreneurship and Livelihood Creation: A cornerstone of VKF’s work is empowering rural youth through mass entrepreneurship. Through the Yuva Shakti Mass Entrepreneurship Initiative, VKF is at the forefront of this ambitious initiative by the Government of Karnataka. The Yuva Shakti program aims to empower 5 lakh rural youth across 6,000 Gram Panchayats with self-employment opportunities. VKF, in partnership with the Govt of Karnataka, has already created 12,000+ rural startups, at an average of 2 startups per gram panchayat, and has helped raise INR 69Cr. The yuva shakti program aims to quadruple this number.
VKF provides comprehensive support, including DPR (Detailed Project Report) preparation, skill development training, market linkages, and continuous handholding to ensure profitability and sustainability. Business ideas range from honey making to instant idli bater manufacturing, designed to be low-investment with high income-generating potential.
Sustainable Agribusiness Corridor: Recognizing the vital role of agriculture, VKF leads the ‘Integrated Agribusiness Developmental Initiatives’ to foster sustainable agribusiness across Karnataka. This ambitious project operates on a Hub and Spoke Model, covering the entire state from Chamarajanagara to Belgaum and Kolhapur. Medium-scale food parks at key hubs enable farmers and Farmer Producer Organizations (FPOs) to aggregate their produce for better value realization through processing and value addition. The corridor aims to double farmers’ income, reduce post-harvest losses, ensure price stabilization, and enhance market access both domestically and internationally. This includes promoting sustainable farming practices, grading and food safety, and increasing the penetration of technology in agriculture. VKF also actively works to involve women-led SHGs in these hubs and feeder centers, providing support for value chain development and market linkages.
Empowering Women and Marginalized Communities: VKF is deeply committed to women’s economic empowerment and supporting marginalized groups. We are a key partner in the Stree Samarthya Yojana, supporting women-led micro-businesses through training and financial inclusion, in collaboration with Sanjeevani – KSRLPS and NRLM. Our efforts include developing clusters of women entrepreneurs, providing skill development for women and transgender individuals, and collaborating with Self-Help Groups (SHGs). A notable example is the Jute Cluster Development Project in Bagalkot, where VKF acts as the Technical Support Agency (TSA) for NRLM. This project, funded by a ₹5 crore grant from the Ministry of Rural Development, has benefited 4,000 women and indirectly impacted 20,000 families by promoting producer enterprises and value chain development.
Fostering Change through Strategic Partnerships and Technology
VKF believes in the power of collaboration and leveraging technology to amplify its impact.
Government & Institutional Collaborations: Our robust partnerships span across various government departments, including the Ministry of Rural Development (MoRD), National Rural Livelihood Mission (NRLM), Department of Youth Empowerment and Sports (DYES), Ministry of Micro, Small and Medium Enterprises (MSME), State Institute of Transformation of Karnataka (SITK), and Agricultural Produce Market Committee (APMC).
A significant collaboration under planning with Common Service Centers (CSCs) under the Ministry of Electronics and Information Technology (MeitY) shall allow VKF to reach every Gram Panchayat in Karnataka through their 50,000+ digital service centers, offering services like insurance, bank loans, and self-employment opportunities.
Financial Inclusion and Market Linkages: To address financial access gaps, VKF has partnered with WhatsLoan, a fintech platform that facilitates a wide range of loans, including for SHGs and JLGs, supporting our goal of creating rura1 startuos in Karnataka with financial access. We also enhance market access for rural entrepreneurs and SHGs through platforms like VISKART, our innovative e-commerce marketplace, which aims to connect local artisans and women SHGs with broader markets. Furthermore, VKF has planned integration with platforms like ONDC (Open Network for Digital Commerce) and eNAM (National Agriculture Market) to open up wider e-commerce opportunities and connect farmers directly to markets.
Innovation & Skill Development: VKF actively fosters innovation and enhances employability. We have established 42 incubation centers and are developing 530 entrepreneurship launchpads across Karnataka, providing crucial support for product development, design, and technical know-how. Our Skill Development Council focuses on comprehensive training, and we have successfully organized job fairs, like one at Tumkur University, which saw 1,700 students participate with 80% receiving on-the-spot job offers from 42 companies. In a cutting-edge initiative,
VKF, in association with Wrizto Healthcare, is launching a Smart Mobile Health Diagnostics Kit as an entrepreneurship model for first-generation health entrepreneurs to deliver affordable, doorstep diagnostics in underserved rural areas. This project aims for early detection of lifestyle diseases, income generation, and reducing the burden on primary health centers.

Our work spans multiple SDG parameters, including poverty alleviation, good health and well-being, quality education, decent work and economic growth, and reduced inequalities.
With over 6.22 lakh direct beneficiaries and an aim to reach 5 lakh rural youth and indirectly impact 1.3 million beneficiaries in the coming years, VKF is committed to scaling its successful models across Karnataka and potentially to 23 other states in India. By continuing to build livelihood clusters, promoting mass entrepreneurship, and strengthening strategic partnerships, VKF is actively building a brighter, more inclusive, and sustainable future, together.
